MSEDCL launches tender for 1,000 MW BESS capacity

The Maharashtra State Electricity Distribution Company Limited (MSEDCL) has initiated a tender process for the procurement of significant battery energy storage system (BESS) capacity. The utility is seeking to secure 1,000 MW/4,000 MWh of energy storage for a five-year period, with an additional 500 MW/2,000 MWh available as a green shoe option.
These projects will be developed under a build-own-operate (BOO) model, with selection based on a tariff-based competitive bidding process. The deadline for submitting bids is October 6, 2026.
The tender specifies a maximum bidding capacity of 1,000 MW/4,000 MWh and a minimum capacity of 100 MW/400 MWh. According to the tender guidelines, successful BESS developers will be required to provide storage services to MSEDCL on an on-demand basis and maintain the contracted capacity throughout the five-year contract term.
The BESS units are expected to discharge stored energy between 5:00 PM and 7:00 AM and charge during solar hours, as scheduled by MSEDCL. MSEDCL will supply the energy needed for charging at the interconnection point. Conversely, the BESS developer will be responsible for establishing grid connectivity, including securing bay space and all associated infrastructure.
Bidders must submit an earnest money deposit (EMD) of Rs 100,000 and a performance bank guarantee (PBG) of Rs 1,000,000 per MW. Earlier in September 2026, MSEDCL announced the outcomes of its 2,000 MW/4,000 MWh standalone BESS tender, which included viability gap funding support.
