SECI Issues Tender for Large-Scale Battery Storage in India

The Solar Energy Corporation of India Limited (SECI) has taken a significant step in expanding India's energy infrastructure by issuing a tender for the selection of developers for battery energy storage systems (BESS). The projects involve a combined capacity of 800 MW and a storage capability of 3,200 MWh, which will be connected to the inter-state transmission system. These systems will operate under a 'build-own-operate' (BOO) model and are intended for 'on-demand' power supply. The award process will follow a tariff-based competitive bidding system, utilizing a two-bid approach.
Developers participating in this tender are responsible for the complete realization and operation of the BESS projects. This includes land acquisition, installation, and ownership of the systems, arranging all necessary grid connections, and obtaining permits and approvals. Developers are also responsible for all transmission line costs, including wheeling, scheduling, maintenance, and losses up to the interconnection point. Furthermore, they are accountable for operational aspects and maintenance, including the safety of personnel and equipment.
The tender is technology-agnostic, allowing flexibility in the choice of BESS technology. A crucial condition is that at least 51 percent of the energy used to charge the batteries must originate from renewable energy sources. The minimum bidding capacity is set at 50 MW/200 MWh, while the maximum bidding capacity matches the total tender size: 800 MW/3,200 MWh.
Financial requirements include a deposit of INR 718,400 per MW of quoted capacity, a document fee of INR 50,000, and a bid processing fee of INR 20,000 per MW, plus applicable GST. Bidders must also demonstrate a net worth of at least INR 7.184 million per MW of the quoted capacity. The deadline for online bid submission is October 30, 2026.
