ACM Approves Study: Batteries Essential for Flexible Dutch Electricity Grid

The Authority for Consumers & Markets (ACM) has approved the Flexibility Needs Assessment (FNA), highlighting the critical role of battery storage for the Dutch electricity grid. The study, prepared by grid operators, indicates that flexible capacity is essential until 2035 to balance renewable energy supply and demand and reduce grid congestion. The Ministry of Economic Affairs and Climate will consider policies based on this, potentially including subsidies for non-fossil flexibility.

The Authority for Consumers & Markets (ACM) has recently approved the first Dutch Flexibility Needs Assessment (FNA). This study, prepared by Dutch grid operators, provides insight into the required flexibility for the electricity grid in 2030 and 2035.

Flexibility is crucial for quickly adjusting electricity production or consumption, for example, through the deployment of batteries or by temporarily shifting power demand from businesses. The grid operators conclude in their analysis that the greatest need for flexibility until 2035 will be on TenneT's high-voltage grids. TenneT has previously highlighted the importance of battery systems for a stable electricity system.

The grid operators' study anticipates a significant increase in battery storage capacity. However, this growth depends on investments by market parties, the realization of which is not guaranteed. Flexible capacity is necessary to maintain the balance between the supply and demand of sustainable energy and to reduce grid congestion. After 2035, a decrease in flexibility needs is expected, partly due to planned grid expansions that will then be completed.

Based on the FNA, the Ministry of Economic Affairs and Climate has six months to establish a national flexibility target. The regulator indicates that, based on this target, the Ministry can decide on additional policies, such as removing barriers or introducing a new subsidy scheme for non-fossil flexibility.

Although the ACM approved the FNA, it instructed the grid operators to take additional steps for future reports. This includes more consistent substantiation of assumptions, more explicit mention of uncertainties, and a more complete inventory of flexibility needs.
