Victorian Government Expands Ceiling Insulation Subsidy

The Victorian government in Australia has expanded its successful Victorian Energy Upgrades (VEU) program to include subsidies for ceiling insulation. Households can save up to half of the installation costs, potentially leading to annual energy bill savings of over $400. This expansion follows an earlier phase for social housing and highlights the importance of energy efficiency. The program also supports solar and battery systems.

The Victorian government in Australia has expanded its successful Victorian Energy Upgrades (VEU) program to include a subsidy scheme for ceiling insulation. This initiative aims to help households reduce their energy bills and improve home comfort. Approximately 60 percent of Victorian homes reportedly have little to no ceiling insulation, leading to higher expenses for heating in winter and cooling in summer.

The VEU program, which previously focused on technological solutions such as solar power, batteries, electric heating systems, and heat pumps, now also includes insulation. The new discount covers up to $1,500 in metropolitan Melbourne and up to $2,100 in regional Victoria for ceiling insulation installation costs. With an average installation in Melbourne costing around $3,000, this subsidy can save up to half of the total cost. This could help Victorians save over $400 annually on their energy bills, as stated by Jaclyn Symes, the state minister for energy and resources. She emphasized that insulation is a "simple upgrade that can make a big difference to your power bill."

The expansion to include ceiling insulation follows an earlier phase in April 2026, when the program was rolled out for public and community housing. This initial expansion was part of a joint funding of $51.4 million from the federal and state governments. To ensure quality and safety, all upgrades must be carried out by accredited providers using certified installers. Additionally, mandatory electrical safety and installer assessments are required before work commences. This highlights the focus on safe and effective implementation of energy-saving measures.
